Featuring statewide homicide data and prevention insights from Violence Free Minnesota, perspectives from the Minnesota Department of Corrections, and in-depth forensic analysis from Dr. Darrel B. Turner, this event equips professionals with practical tools to strengthen coordinated response efforts. Dr. Turner will examine sexual deviance, grooming dynamics, psychopathy, and patterns of denial through real interview footage and APOD analysis to enhance investigative effectiveness and disrupt recidivism. Designed for advocates, law enforcement, attorneys, and allied professionals, this training promotes deeper understanding across disciplines to improve outcomes for victims and communities.There is a room block at Prairie’s Edge Casino hotel. Violence Free MN (VFMN)
Meggie & Lexi from VFMN will share statewide homicide trends, recent data, and case examples, including cases preceded by sexual violence, along with prevention recommendations for systems response.
Heather Kolling (DOC)
Heather will provide an overview of post-conviction rights, notification systems, and support available to victim-survivors of domestic and sexual violence. The session will highlight victim-centered approaches and multidisciplinary safety planning to strengthen community response and reduce revictimization.

Through real offender interviews & APOD analysis, Dr. Turner explores sexual deviance, antisocial traits, and deception techniques to strengthen investigative response & reduce recidivism.

Presenters
Dr. Darrell B. Turner - Keynote Speaker
Dr. Darrell B. Turner is a clinical and forensic psychologist specializing in sexual offender risk assessment, grooming behaviors, and investigative interviewing. He has evaluated thousands of sex offenders and interviewed hundreds of victims of sexual assault. Dr. Turner is the creator of the Analysis of Patterns of Denial (APOD), a scientifically supported framework identifying common deception patterns among offenders. He provides training and consultation nationwide to law enforcement, attorneys, and victim advocates, equipping professionals with tools to recognize grooming strategies, strengthen interviews, and disrupt recidivism.
Meggie Royer - Violence Free Minnesota
Meggie Royer is the Communications Senior Manager at Violence Free Minnesota, the statewide domestic violence coalition. She leads the coalition’s communications strategy and oversees intimate partner homicide tracking and documentation efforts across Minnesota. Meggie has worked in the domestic and sexual violence fields since 2016, with experience in community outreach, hospital advocacy, prevention programming, and research. She holds a Master of Social Work degree from the University of Michigan–Ann Arbor and brings a systems-informed, survivor-centered lens to her work.
Lexi Finnegan - Violence Free Minnesota
Lexi Finnegan is the Systems Change and Membership Manager at Violence Free Minnesota. In her role, she supports collaborative policy and systems change initiatives and builds strong partnerships with member programs statewide. Lexi has worked in the domestic violence field since 2019, with experience as a grant writer, shelter advocate, and domestic violence high-risk team coordinator. She holds degrees in International Studies and Women, Gender, and Sexuality Studies from the University of Minnesota Duluth and brings a strong equity and systems perspective to her work.
Heather Kolling - Minnesota Department of Corrections
Heather Kolling serves as a Victim Services Specialist with the Minnesota Department of Corrections. Her work focuses on post-conviction support for victim-survivors of domestic and sexual violence, including notification systems, victims’ rights, restorative justice opportunities, and safety planning coordination. Heather provides education on the criminal justice continuum from a survivor’s perspective and emphasizes multidisciplinary collaboration to reduce revictimization and strengthen safety outcomes. Her work centers on a victim-centered approach grounded in informing, adjusting, providing options, and validating survivor experiences.

WoMen’s Rural Advocacy Programs, Inc. (WRAP)
WoMen’s Rural Advocacy Programs, Inc. (WRAP) is a survivor-led nonprofit organization serving Lincoln, Lyon, Redwood, and Yellow Medicine counties in southwest Minnesota. WRAP provides domestic violence, sexual assault, trafficking, and high-risk youth advocacy services through a trauma-informed, survivor-centered approach. Services include crisis response, shelter and housing support, systems navigation, prevention education, and community collaboration. WRAP’s mission is to provide safety, advocacy, and assistance while promoting social change rooted in equality, mutual trust, honesty, and respect.
